U.S. Naval War College Hosts Forum on Industry and War

NEWPORT, R.I.—The U.S. Naval War College (NWC) hosted the first Forum on Industry and War at its Newport, Rhode Island, campus on Sept. 15.
The inaugural NWC Forum on Industry and War aimed to strengthen warfighters’ understanding of the defense industrial base (DIB) and the critical role industry plays in preparing for, deterring, fighting, sustaining, and winning wars. It featured demonstrations and displays from approximately 20 different businesses and industry organizations, including active-duty representatives from Navy program offices.
U.S. Navy Cmdr. Dan Post, a military professor in the NWC’s Strategy and Policy Department, and the Director of the Perspectives on Modern War Course, organized and directed the forum, alongside Cmdr. Adam Reiffen, Deputy Director for Development in the Center for Naval Warfare Studies’ War Gaming Department.
“It’s a priority of the Secretary of War, the Chairman and the Joint Staff, and the national defense and national security strategies that we invest and leverage our industrial base to ensure we have the tools we need to sustain the fight and give our warfighters the tools they need to execute the national strategy,” Post said. “The main way this forum helps leverage that priority is that it helps us, the warfighters, understand the system better so that when we’re thinking about strategy and policy, we understand the opportunities and capabilities of the industrial base, and how our assets get into our hands.
“If you think about strategy and you do not include where your equipment comes from, the strategy might fail because you don’t have the proper alignment between the ends you want to achieve and the means which are available,” he continued. “Nothing about this conference was about making purchases, it was about educating our students – our current and future warfighters – on the ecosystem of the industrial base.”
The forum offered opportunities for engagement across two formal panels, three speeches – by NWC President Rear Adm. Darryl Walker, Deputy Director for Technical Excellence at the Naval Undersea Warfare Center (NUWC) Stephen O’Grady and NWC Provost and retired U.S. Navy Capt. Michael O’Hara, Ph.D – as well as question-and-answer segments, and smaller group seminar sessions. During these smaller sessions guest speakers and participants were able to engage directly with students, thereby enhancing the educational value of the forum and increasing knowledge about the important connection between the DIB and our nation’s security.
