Leonid Pasechnik, the Russia-installed administrator of the region, said rescue operations were ongoing and described the aftermath as “terrifying hours of waiting,” expressing condolences to the families of those killed.
Authorities in Russia accused Ukraine of carrying out the strike on the academic building and dormitory in Starobilsk and announced the opening of a terrorism-related criminal investigation, calling the incident a “monstrous crime.”
Russian President Vladimir Putin condemned the attack and instructed the Defense Ministry to prepare proposals for a possible response.
